Enhance metrics endpoint

Extracting metrics is currently hidden under the .../functions endpoint. We should improve this and promote it to the root level.
Note 1: we'll probably have to maintain functions (and services in the near future) specific metrics, so an endpoint like .../metrics/functions will probably make sense;
Note 2: these metrics should not to be confused with kpis.
