Way to sync with the team to work collaboratively

Hi team! I wonder is there any efficient way to work with the issues effectively, e.g. not to overlap you or get your feedback in PRs faster? For example, this PR #3617 is getting older and older without your appropriate attention. It would be ideal if you bring a list of issues to community to involve us, people not from the team. Or just mark the issues with labels (needs-help or smth like that ) faster in order to get them into work.
So, unfortunately, there is a lack of your involvement into work with the community.
