[Feature Request] layouts per output

https://github.com/YaLTeR/niri/wiki/Configuration:-Outputs in accordance to this you can now configure the layout for displays individually

I tried starting it with #1403 but I probably need some help actually figuring out how to do this best, I can probably hack it in but I would not be happy with actually contributing that
