Fix floor consistency checker & surface flags window

Fix consistency checker to not make warning for collision flag when floor surface is non-passable adjoin and doesn't have collision flag set. Surface flags menu auto adds collision flag when floor flag is selected but doesn't check if surface is adjoin. Instead, in this case it should remove 0x2 passable flag from adjoin flags.
