New Kannada keyboard layout

Please implement this below keyboard.

This layout is the most prevalent layout with Kannada users

There are few additional improvements needed to this layout.

If you start working on it. I will support the testing and additional feedbacks.

Or I can write the rules in xml. I am not able to find an example for contextual rules which is need for this layout.
