Decentralized Voting System

So I am a Final Year BSc IT student.

I have decided to build a project on voting system using blockchain.

one query that arise to me is that how to verify the voters???

Should I go with admin or the miners, If miners then how? I have no idea about that!!!

this could great idea to make a Voting system which is decentralized and work by several networks so that no one can harm or change the votes. I wanna know, do you completed your project if yes then could you tell me what the problem you face and how you rectify, what did you do if something does happen acc to you, and whatever you can guide me.
