runtime文件夹下用cmd运行python，出现： No module named 'encodings'

出现这个：
Fatal Python error: init_fs_encoding: failed to get the Python codec of the filesystem encoding
Python runtime state: core initialized
ModuleNotFoundError: No module named 'encodings'

• 同样的文件，同样是win7电脑，一台运行是没问题的，一台就出现这个错误。
• 我都看了两台电脑的环境变量，都没有python_home之类的，网上说是环境变量问题，我看两天都没有，应该不是环境变量原因
