🌱 Enable e2e UI testing on release-0.6 branch (konveyor#2190)

Working from backports konveyor#2188 and konveyor#2189, updated the `ci-global.yml`
workflow to run e2e UI tests on PRs targeting and pushes to the
`release-0.6` branch.

The UI tests from from the konveyor-ui-test repo's `release-0.6` branch
using the `@ci` test tier.
