It is definitely likely that a user will launch > 1 builder per repo, given that he/she wants to do multiple versions, tags, or just messes one up and does it again. There should be a default to allow for 1, and then alert the user it's running, and ask for a --force flag or similar to create a newly (next available) numbered instance.
