Add cloud k3s cluster in a vps #398

This cluster will be used as a chicken and egg solution for uptime monitoring of my bare metal cluster with gatus to mimic uptime robot.
It could also be used as a potential wireguard jumpbox for small selfhosted game servers that have to use UDP traffic, but this might be problematic for latency

It's a pain maintaining one cluster, I'm not doing anymore
