read in input filepaths from toml

Have scripts read in input filepaths from a TOML rather than hardcoding it in the python code (or the config.py). The TOML should reside with the data in the Processed_[date] directory.

I'll just do this for the 2022 dir and ignore the 2019-tnc dir.

The weighted flag should also be an input parameter
