Updates on the individual Student page design

Reviewing 5. Add Student Goal design changes, I see the following to be made on the individual student page:

1. Changing the IEP Start/End Dates to be in a chip with icon (dependent upon Updations on the Compass design #517, Added Benchmark UI Chips #534)
2. Changing the mobile responsive adaptation in the header to stack the Student's name, actions, grade, dates, email.
3. Changing the Goals header to a tab with numbered count of goals
4. Adding Chip with icon to each numbered goal (dependent upon Updations on the Compass design #517, Added Benchmark UI Chips #534)
5. Adding red/green color highlight to number of benchmarks in goal
6. New: I'm going to propose we change the current Add goal design from this weird/non-standard side form to the same pop-up modal dialog interaction implemented for Add Student on the Students page. That will also allow it to automatically adapt to mobile in the same way.
