TOWER_OUTPUT_FORMAT variable to set the default output

For using the CLI programmatically and building custom integrations around it, the --output json option is a great solution. However, at the moment it needs to be added to all of the commands to explicitely tell tw what kind of output is expected.

The proposal is to add a new environment variable TOWER_OUTPUT_FORMAT to control this behavior once.
