Move logic from Controller into own PluginLoader class (@mohanklein whatya think?)
Allow Controller to act as a Plugin -> directly implement Plugin Hooks
Migrate remaining hooks (some left, but they will be gone through the upcoming refactorings anyway)
Add Tests for existing Plugins
