Add a CLI

sometimes you need to open one of the datasets outside of python (e.g. QGIS or something). Remembering the exact path is a bit painful. Having a CLI can be handy in such cases. E.g.

$ seareport-data gebco --dataset ice --version 2023

/home/user/.cache/seareport_data/GEBCO/2024/ice/GEBCO_2024.nc

or maybe even

$ seareport gshhg
