[Feature Request] Add strict mode for from_format()

Feature Request

As described in #344 and #645, the behaviour of from_format() in certain scenarios can be unexpected. #621 seems to be a possible solution to that, however I would like to propose that a "strict mode" be introduced instead, as it exists in the parse() function. If more convenient, a second function called something like from_format_strict() would be an alternative solution. What do you think?
