Pipeline start is too easy to start. #3168

What happened:
The build starts without confirmation when we press the "start" button in the pipeline.

If the button is accidentally pressed in a pipeline where like a release or docker image publish is being made, it could lead to a incident.

What you expected to happen:
To prevent the build from starting immediately after pressing the button.

It can be toggled in the settings activation so that a confirmation button appears like job restart popup when the start button is pressed.
Alternatively, the start button can be disabled. (This means that can be started when a file is changed only, etc.)

How to reproduce it:
Press the start button on the pipeline screen.
