Only show "create Pull-Request" in the repository view if multiple branches exist

Atm. the following is shown in a repository page if a new commit is detected in the last view minutes:

This is helpful in some cases but can be completely wrong (or misleading) if there are no other branches to create a Pull-Request for.

Proposed solution

Only show the Banner if there is more then one Branch in the repository.

Can you move this issue to the review-plugin or should i create a new one?
