Automatic import of relevant links from PyPi might be useful.

PyPi has a list of items with the Scientific/Engineering tag, which can be used to pick relevant packages. However, there's also a lot of crap in this list, so there needs to be an utility for manual filtering (available to admins). After the initial filtering, a "clean up afterwards" approach probably could work for new packages.

There are however some additional points: it would be useful to make the resource more useful than PyPi. One addition could be: allow any user (not just the owner) to edit tags. It also could be useful to add development status related tags to the default set (e.g. "mature", "in-development") so that people can differentiate between projects that are in different stages of their development.

I have some ongoing work here (with admin interface etc.): https://github.com/pv/SciPyCentral/tree/enh/pypi
