META.* LICENSE says "Artistic 2" since 2.02

Meta files state you changed your license to "Artistic 2", but no LICENSE declarations in outside these meta files changed to suit.

The only clear indication of where the blame for this is is this line:

readonly/minil.toml

However, the shipped LICENSE files still follow the Perl5 dual-licensed Artistic-1 + GPL2+
