Can a clarification be made to the following statement please?

When a duplicate is detected, the overall highest quality template is kept and all others have the duplicate flag set.

Assuming I've interpreted the code correctly can this be updated to the following?

When a duplicate is detected, the overall highest quality template (sum per-base-qual) is kept and all others have the duplicate flag set.
