The running instructions are quite unclear, here's some feedback:
Restart (or start) your ibus. This can be done with the command ibus restart.
This will fail right after the initial installation, because restart only works if the daemon was already running (which is unlikely if you're just installing everything). Running ibus-daemon seems to work.
Even after managing to figure out those steps, pressing the configured hotkey (ctrl+shift+e), nothing happens. Not sure what else needs to be done, but ibus seems to be in use.

What did you configure ctrl+shift+e to do? "Switch to next input method"?
It might be that your desktop environment has a different system in charge of switching input methods, and you might have a different hotkey configured for it instead of what's in ibus-setup. Can you see if alt-shift works?
