enable a url to open cocalc library to given category or topic

Enable query parameters on CoCalc path URL to open browser to library view of a given topic as if the user had opened Files view to the path and selected the indicated topic. For example, if MY_LATEX is a folder in the home directory in a project, clicking something like the following link would have the same effect as opening Files view for that folder and selecting Deedy LaTeX Templates:

https://cocalc.com/projects/<project_id>/MY_LATEX?library=deedy-latex-templates

Then internal and external docs could link to CoCalc library items.

It would be better just to have a dedicated library page for a project, e.g.,

https://cocalc.com/projects/<project_id>/library/

shows the library in that project. And,

https://cocalc.com/projects/<project_id>//library/deedy-latex-templates

shows the one with templates.

Also, this shows the library in general, and when you click to copy, you have to select a target project:
