Github App permission requirements are ambiguous

Hello,

I'm trying to create a new github app to provide atlantis access to my github organization, but the permissions mentioned in the documentation are ambiguous.

Specifically the Administration permission (it exists in both Repository permissions and Organization permissions).

Does this permission need to be set to read-only at the Repository level, Organization level, or both?
