There was a huge spike in the import_upstream runtime on build.ros.org first reported in this Open Robotics internal Slack thread

The change doesn't coincide with any specific infrastructure changes and there's some confusion about why the unique suffix on the building_repository node would change and then seem to change back.

This was resolved with ros-infrastructure/reprepro-updater#56.

@nuclearsandwich Are you sure this is the right ticket to close? That PR is a year older than this ticket and the times are still in the >15 minute range http://build.ros.org/job/import_upstream/buildTimeTrend where it used to be ~5 minutes.
