Multiple Default Settings Profiles

There are 3 example default profile settings that should be made

1. Desktop with strong GPU (e.g. 12+GB VRAM) where most things should be locally done
2. Computers with weak GPU (e.g. 6+GB VRAM) where some of the lightweight work can be done locally and the rest goes API
3. Laptops with no GPU where all of the work should be wired directly through API

How would the distinction be made for each of the components of TL;DW? e.g. text embedding on small amount of files can be done on mid-range systems, while mass embeddings only be done through hardcore rigs.

Ideally there should be a mechanism for identifying the currently available resources/hw and from there make proper configuration changes as appropriate.
Towards achieving that, idk.
Will look into it at a later point time, ideally around v1.0

Also nVidia setup is a pain, especially Windows/WSL, that would need another round of hacking
