I'm working with Jamie (VTM Group) consultant on getting a Certification Test Plan in place for the face2face meeting. I'm going to create a new back-end for this and start generated a CTP (Certification Test Plan). I'm going to first do "Revert back to CRD terminology vs. certificates #346" since the term certificate will become ambiguous when we also have a CTP.

Note that my idea is to add CTP content into the arch YAML files so that UDB can automatically create a CTP given its knowledge of the certificate model. Head's up to @dhower-qc and @allenjbaum.
