Sining with GPG is failing with error gpg: error reading key: No public key

To Reproduce
Steps to reproduce the behavior:
I Have following Github Action

GPG Key Created from my local machine and uploaded to Github with passphrase

Getting following error on action

Expected behavior
Tag should get created without error
