There are several open dependabot PRs, and at least one of them upgrades a package but doesn't take account of other dependencies. I would just use the fully-updated list of packages from https://github.com/UoMResearchIT/RSESkillsGraph/blob/master/requirements.txt, from which we have diverged quite a bit.
