forgejo: comment being edited on merged reconfigure pr

On the forgejo platform bot is re-using older merged reconfigure PRs intead is using newer reconfigure PR created from same branch.

The initial report was for Gitlab. My reproduction was with Forgejo. The GitHub bot hosted by mend seems not affected.

Yes, the only affected platform are the ones in which we use getBranchPr or equiv. to fetch the reconfigure pr. Sometimes those methods do not consider the state og the pr hence we get older prs and add comment on them :)
