Note when a PR body has been truncated, due to platform limitations

i.e. on Azure DevOps where the limit is very low for PRs (4000 characters), we should warn to indicate that the PR body has been truncated due to platform limitations.

This should be the case on all platforms.

Should this warning be inside the pr description or the logs?

I would say inside the PR description - it'll then make it clearer to the users, without them needing to go into the debug logs :)

It will then mean all PRs existing today which have been truncated will get updated,but maybe that's a good thing.

That's true - would an update to the description trigger an update across all open PRs? Or would it only occur if i.e. a rebase/recreate is requested?

Rebase/Recreate is not necessary I think.

I'm more wondering if we update this, will it update existing PRs as soon as it runs (to add the note) or will it only update them if they're rebase/recreate, or a fresh PR?
