Handling version updates for CUDA packages that differ across CUDA versions #3708

In the CUDA redists we have some cases where different binaries are produced for different CUDA versions (typically major versions)

Currently the bot doesn't know how to handle these as it doesn't pick up on the CUDA version differences

Filing this issue to centralize discussion about how we want to change things in the bot and recipes to handle this use case
