I'm part of the refugee-transit team. Currently I am investigating methods for intuitive editing of location data on a Drupal website. So far what I have seen as Drupal plugins do massively lack when compared to your drag-and-drop approach. Therefore an architecture where I can work with parts of your Javascript and with the iconset could be a nice one.
For requirements its early days, what I can see now is mainly a configuration option that includes
selecting different parts of the iconset for display (which would also open up the iconset for extensibility)
