This feature request covers the ability to set the preferred badfish boot order (foreman or director) at the quads --define-cloud or quads --mod-cloud level similar to --os

We'd also want to capture a lab default in /opt/quads/conf/quads.yml to otherwise use rather than in our case hard-code director mode. This gives us more flexibility.
