[RFE] Port quads-post-network-test.sh functionality to Repo Tools or VE

This RFE covers either porting ~/quads-post-network-test.sh internal fping checking tool we have to Python3 and including it as something like tools/quads-post-network-test.py or adding methods to validate_environment.py to cover the same functionality with an argparse like --dry-run --cloud cloudXX
