Failed to revoke appeal if underlying dataset name changed or deleted

Expected behaviour
If underlying resource change or delete then the guardian mark them as soft delete but the appeal revoke don't check whether a resource is a soft delete resource and so failing with failed to cancel appeal: googleapi: Error 404: Not found: Dataset
