Installing Rancher with feature turtles=false not working

What steps did you take and what happened?

Rancher: v2.13-47d600a5c30a67aab25d4c3a690e2d513201fe6a-head
Turtles: v0.25.0-rc.2

• Install Rancher with helm command and disable turtles feature at startup by appending --set 'extraEnv[0].name=CATTLE_FEATURES' --set 'extraEnv[0].value=turtles=false,embedded-cluster-api=true' or --set 'extraEnv[0].name=CATTLE_FEATURES' --set 'extraEnv[0].value=turtles=false'
• Rancher local cluster does not come up and no fleet workspaces are created

Rancher installation with turtles feature off

The problem seems to be that rancher-turtles-system namespace is automatically deleted by rancher when turtles=false
