Bump kube-version in Chart.yaml

What steps did you take and what happened?

Turtles chart extension release v0.24.1 is not available on Rancher v2.12.1 with local cluster running on v1.33 (eg. v1.33.0+k3s1), with local cluster v1.31.4+k3s1 it is available. The highest supported k8s version is v1.33

kube-version needs bump here https://github.com/rancher/turtles/blob/release-0.24/charts/rancher-turtles/Chart.yaml#L17

@cpinjani it is not only kube-version in chart.yaml that needs a bump, but we need to bump k8s version forward two minor releases in release branch: https://github.com/search?q=repo%3Arancher%2Fturtles%20%20v1.31.4&type=code
