Build rancher-turtles-providers-0.0.1.tgz via workflow

Currently we are about to use static build of the providers chart for turtles dev builds, it would be nice if we could build the chart per run and use always latest version.

It is possible to upload the artifact to chartmuseum which is anyway running for dev build runs.
