Installation has changed but instructions haven't for rakudo-star

It looks like we should now use the `rstar` binary in `bin` to install rakudo-star on linux - is that right?

The instructions still say to run `perl Configure.pl` which doesn't exist where it is supposed to according to the instructions anyway.
