Client can't transact with new accounts

Currently, the client can only transact with an account that was generated in the initial multiproof. Since the root of an un-initialized account is known, the client should be able to check during transfers (after failing to retrieve the account) whether the account is just un-initialized and then continue to craft the appropriate transaction.
