libtorch <torch.h> is not found

I am working on personal application and rust bert module is require. So I follow documentation
https://crates.io/crates/rust-bert
When I compile my rust code my machine suffered panic attack error
So i try to resolve and searched about error . Few suggestions I got that add cmake with libtorch and recompile the code
add cmake
But all vain error remain persist

Os = deepin linux
arch = x86
family = linux
device = cpu

Kindly help me to resolve this issue
