Add possibility to rotate personal tokens via CLI

Thank you for adding possibility to rotate the personal tokens. It would be really great to add this possibility to CLI as well.

Expected Behavior

gitlab personal-access-token rotate --id <token id> --expires_at <date>

Actual Behavior

Right now it is not supported in CLI.
