Hatch fmt --check fails with no internet access

1. I am restricted to use a VM without internet access, but it has access to a private pypi mirror. I tried setting PIP_INDEX_URL environment variable to this private index in local network but hatch always tries to connect to pypi.org when using "hatch fmt --check" to check for dependencies and it fails. I used a separate environment to start ruff now as a workaround.
