Why does the types env (with mypy) exist independently of the (internal) hatch-static-analysis (with ruff) env? #1449

No because any environment that does type checking requires the project to be installed whereas the static analysis environment skips that step and is very fast. Also, type checking is way too configurable so I don't think we would ever provide good defaults.
