Add support for the whenever package #309
Description
The whenever package provides a very fast and full featured modern datetime library.
Since Pendulum has not yet released a version that's compatible with Python 3.13, I've been transitioning over to whenever.
It would be nice to have support for this package in pydantic-extra-types.
