At the Prometheus Dev summit on 2023-09-30 we decided:

We want to support exporting OTLP protocol metrics in our client libraries. We want to maintain Prometheus SDKs as an opinionated and efficient way to do custom metrics.

client_java went ahead and implemented an OpenTelemetry exporter already. We should write a design doc on the current implementation to align the implementation in client_java with upcoming implementations in other Prometheus client libraries.
