Consolidate all Oak Containers test into a single Kokoro run #4690

At the moment only some of the Oak Containers tests are executed as part of the build_binaries_oak_containers CI step. The Oak Functions on Oak Containers tests are running in the run_tests step. This means the run_tests step takes very long as it also rebuilds the Oak Containers artifacts.
