Add Web Flasher

ESP web tools has made it super easy to create a browser based flashing tool that makes installing a pre-built binary about as easy as it gets. I used Wireless Printing in the past , and this is a small contribution back to the project.
It requires you to set up a Githubio web page as described here, and should work out of the box.
