Text Field clear button does not display a tooltip

2. Visit the following Storybook page:

3. Compare.

Actual behavior

The PVC-rendered Text Field does not display a tooltip. This differs from the Primer React implementation.

Expected behavior

The PVC-rendered Text Field should display a tooltip.
